Ian - piecing together what I can, what appears to have happened is that Tchambuli posted a link to an online article about a proposed railway line from Brynmawr to Pontypool, presumably being proposed by Torfaen CBC. However the link she posted in fact went to GoogleMail.
Hedley - I am surpised you can find much interest in the matter in view of your comment on the street lighting thread. I quote
