Looking for grave in Blaenau Gwent Baptist Churchyard

My 3rd great grandfather was William Thomas who was the Minister at Blaenau Gwent Baptist Chapel, Abertillery from 1827-1836 when he moved to Charles Street Chapel, Newport.
I am trying to locate the grave of his son David, who died aged 4, and is buried in the graveyard there along with Davids grandfather Henry Jenkins and his niece Sarah Ann Thomas (aged 5).
Having visited the graveyard twice, I know the headstone to their grave was removed when the graveyard was cleared in 1979.  I have a reference number for the position of the grave (289B/A/R13/7) and know that R13 = row 13 and 7 = grave 7 but where do I start counting rows?
I have been in touch with Pastor Bob Buchanan and the council but so far they have not been able to help.
Can anyone shed some light on this for me please?  Any information will be gratefully received.

Blaenau Gwent Baptist Chapel Graveyard

Tredegar Library has a resource centre that holds information on this chapel and it has on microfiche a plan of the churchyard with grave numbers.  They will print off a copy on request.
