Valleys council to name and shame dog foulers

BLAENAU Gwent Council will start naming and shaming people who let their dogs foul in public on its website.

After the issue was raised in several PACT meetings, the council decided to take action on irresponsible dog owners.

Currently, there are 250 dog bins throughout the borough, along with 'no dog fouling' stickers on lamp posts and patrols by council officers in plain clothes in the early morning and evening in hot spots.

Areas including Cwm, Brynmawr, Swffryd, Llanhilleth and Bryngwyn School, Six Bells, were all patrolled between March and May.

The council has also introduced a hard-hitting marketing campaign showing the affects dog mess can have, depicting a child holding what appears to be faeces.

Dog mess can cause blindness.

The Council has given out four fixed penalty notices of £75 in the past three years for dog fouling and in a bid to cut down on the problem, officers hand out free bags to people out walking their dogs in order for them to clean up after them.

The council is also starting a reward scheme, taking the names and details of people seen cleaning up properly after their dogs, and entering them into a monthly draw to win £100 shopping vouchers.

Under the new scheme, the council plans to put more bins throughout the borough in areas particularly affected by the problem, as well as having a team specifically to empty, clean and maintain the bins.

PCSOs will also be brought in to issue fixed penalty notices to people caught allowing their dogs to foul.

A council spokesman said: "Early reaction is positive - and we have support from the majority of dog owners who do behave responsibly.

"We have consistently warned that dog owners will face fines through the fixed penalty system and, if necessary, through the courts if they don't clean up."

And about time to.
We have always cleaned up after our dog's, however the bin provided where we are is very often overflowing, and it is very close to peoples windows.
We have had to phone for them to be emptied on several occasions, them being the ordinary litter bin's that have to be used as a back up for the dog litter bin.
People should be responsible, but if the bins are left full it would seem harsh on them then, if they have nowhere to dispose of  the mess.

As a responsible owner who always cleans up after my dog, I support the name and shame idea.

However, I hope BGCC are actually capable of catching the right culprits.  After an infuriating experience I had with one of their dog wardens in Llanhilleth recently, I don't hold out much hope.

I was walking up Meadow Street, with my hound on a lead and plastic nappy bags in my pocket, just in case they were needed.

A dog warden van pulled up alongside and one of the wardens spoke to me.  He said they giving out bags to dog owners.  I thanked him for the bags and approved of the initiative.  He then wagged his finger at me, saying:

"Now you must pick up now!"

He said this in a patronising way, as if I had the mental age of a five year-old.

I was furious.  I replied that I already did pick up after my dog and showed him the bags I already had with me before he pulled up.  The warden didn't reply and just drove off.

I suggest that instead of picking on the first person they see, they could actually get out of their cosy vans for a change and spend some time walking around here and seeing what goes on.  

A big problem in parts of Llanhilleth (particularly The Fields area) are not so much owners who don't clean up, but those who don't even bother taking their animals for a proper walk and just let them out to wander around, defecate everywhere and generaly be a distracting nuisance for my own dog.  This problem is particularly bad in the car park area next to The Miners' Institute and the school.  It is these animals and their lazy owners who the wardens should be looking out for.

The dog waste bin at the end of Cae Felin Street needs emptying on a more regular basis as well.

I agree with Ian every bin I have passed today is overflowing   It's no good trying to educate the dog owners when they are unable to then use the facilities provided

Thank you Harry.
                             My wife has phoned the relevant services Twice this week as she has done in the past to alert them to the overflowing bin at the end of our lane, and she informs me it is still overflowing today sat 15/08/09.
People are now leaving bags of mess on the floor under the bin.
We pointed out to the person on the phone this bin is approx 10ft from peoples bedroom windows and on the same level,  because the houses are at a lower level than the lane the bin is in.
This amounts to gross neglect as far as i am concerned.
The people living right by it can thank their lucky stars that we did not get a prolonged warm spell.
When you try to do the right thing it seems you are ignored, if as i said in the past someone does get fined for their dog fouling the council are operating double standards. We clean up as every dog owner should do as it is a health issue as well as anti-social behavior. But the council should be ashamed at the lack of response when they are being aided by the public.

I was informed about your bin yesterday (Sun) Ian (B) and I reported it this morning.
The person at the other end said it had been reported last week so I came up and had a look, just in case the person who told me hadn't realised it had been emptied.

I've called them on the spot, and also to another one by Bryngwyn School.

If it's not picked up by Weds give me a call and I'll chase them.
I've had a drive around Cwmtillery, Blaenau Gwent and the Avenues and those there seem OK.

I'll mention the fact that there's been adelay and try to get as good an assurance as possible that we'll look to getting things like this sorted withing a couple of days, due to the Public Health issues involved.

Thank you Rocke i never doubted you for a minute.
I knew if i brought it to the attention of this forum you would act.
It is a good way of getting to the root of things, others have seen it and asked for the phone number so they may well have had a few more calls.
And i think you will agree i was not exaggerating when i described the state of it and the proximity to the houses.

I rarely contribute to this forum but always follow the comments with interest. However, in this instance, I feel so strongly about this subject that I have to post a reply.  

The overflowing bins are bad enough, but the pavements are even worse. I walked down to Town from the Avenues the other day, pushing my grandson in his pram and found it impossible to walk on the pavement because of the amount of dog mess.  Not just concentrated in one place but, it seemed, every other yard. I had to resort to walking on the road, which in itself is dangerous because of the idiots who think that they have to drive at full speed everywhere they go!

I don't know which day you drove around Rocke, but the bin at the corner of Attlee opposite the opening to the park, is very often overflowing, with bags left beneath it.

How the LA is going to police this, I have no idea.  Short of following every dog back to their home or a dog warden on every street corner,it seems an impossible task.  But something has to be done.

Agreed 100%.  Something that can be done straight away is for the wardens to round up all the dogs who are let out to wander around all day by lazy idiots who can't be bothered to look after them properly.

Other than that, more bins and get them emptied more often.

Catching the owners who let their dogs roam is difficult  like off road motorcycles on the highway   I do not want it to become a telltale town but these antisocial people need to be stopped   It is better for them to get a warning from council/police then stop offending than to get caught and face a fine

No need for a tell tale town, just get the wandering dogs off the street.  They are the ones, going unsupervised all day, that are leaving most of the unwanted deposits behind.

If their owners are too lazy to take them for proper walks then tough, they lose their dogs.

I've got no problem with the 'get caught and face a fine'.

A relative of mine picked up 7 lots of droppings today at the back of their house. Disgraceful........

And I am a dog owner who always picks up their dogs dirts.

Hello Mabel.

I was about on Mon around midday and the one by the triangle opposite the club looked oK ( I was in the car though ).
On the subject of town, Delwyn ( Davies ) is very keen to get town out of bounds to dogs but apparently ( according to our Officers when he's asked them in committee ) it wouldn't be practical to try to do it.
Seems it would need an Act of Parliament to let the council make a bye-law to stop dogs in town.
I've suggested a sting - co-ordinate our warden and CCTV and then do the fine, then name and shame them.

It seems that the dogs have to be caught in the act and their owners have to refuse to pick up the mess.
Anyone remember the case of the Torfaen pensioner who got prosecuted a few months back. Found not gulity due to ( I think ) not being given the chance to pick it up and not in fact knowing their dog had fouled.

Although a little defeatist, I can only suggest calling C2BG on 311556 and if the bin's not emptied within 48 hours get on to your councillor.
